By request from a member of the great community, you can now entirely disable file uploads in Pushes by setting the "Maximum allowed files" to zero:
Policy --> Push --> Limits Screen
When you set that policy option to zero, file uploads are no longer possible for members of your team:
New push form without the file upload option and without the "Files" tab.
